  • As far back as 1871, regulators saw the need for uniform national standards for insurance.
    • That year, former New York Insurance Commissioner, George W. Miller, who founded the National Association of Insurance Commissioners (NAIC), made the following statement:
      • ‘‘The Commissioners are now fully prepared to go before their various legislative committees with recommendations for a system of insurance law which shall be the same in all States, not reciprocal but identical, not retaliatory, but uniform.’’ 184

    • George Miller, the founder, said back in 1871, ‘‘The Commissioners are now fully prepared to go before their various legislative committees with recommendations for a system of insurance law which shall be the same in all States, not reciprocal, but identical; not retaliatory, but instead a uniform, one system.’’
    • Unfortunately, Mr. Miller’s words were unheeded, and today we are left with an 18th Century regulatory model attempting to oversee this vast and complicated marketplace.
